Meet the Officers/Trustees

Susan M. Cleary

President

Susan M. Cleary Susan M. Cleary became District 1199J's first female President in 2006 when she was appointed to fill the term of retiring president, Joseph Franklin. In April, 2008 she ran unopposed and was elected to a three-year term and was re-elected in 2011. Ms. Cleary joined the staff of District 1199J as an organizer in 1989 and has served in both the Guild and Public Sector Divisions of 1199J before becoming Vice President of the Public Sector Division in 1993. She assumed the role of Secretary-Treasurer in 1999. In addition, she is the Executive Secretary of the National Union of Hospital and Health Care Employees (NUHHCE), and is a Trustee to District 1199J's Benefit, Pension, and Training and Development Funds. Ms. Cleary has received various recognitions from local, state and federal leaders for her many years of dedication, leadership, and commitment to the labor movement. In 2004 she was awarded with the Distinguished Labor Award from the 1199J David S. Aberdeen Scholarship Committee. In 2008 she received an Award of Merit from the Essex-West Hudson Labor Council, AFL-CIO. In May of 2009 she received the Outstanding Citizens Award from the City of Newark Council Vice President Luis Quintana, and in November 2009 the New Jersey Labor Advisory Board to the UNCF awarded Ms. Cleary with Outstanding Labor Award. In April 2010 she received the Leadership Award from the UAW Region 9.


Craig Ford

Secretary-Treasurer

Craig FordIn May 2010, Craig Ford was appointed Secretary-Treasurer, replacing Pedro Fanduiz who retired. Since 2005, he had served as Vice President, Hospital Division of District 1199J, elected to the post in 2005 and as the National Secretary of the National Hospital (NUHHCE) and 2008. Mr. Ford became an Organizer for the National Union of Hospital and Health Care Employees in 1992. By 1994, he was reassigned to the Philadelphia District 1199C, where he worked as an Administrative Organizer in the Hospital Division. In 2000, he became State Director who holds a Master's Degree in Public Administration (MPA) from Rutgers University. He is also a Trustee of the Benefit, Pension, and Training and Development Fund of District 1199J. Mr. Ford is the Director of the 1199J Political Action Committee, Chairperson for the Aberdeen S. David Memorial Scholarship Fund and a Trustee of Hudson County Central Labor Council, AFL-CIO, and a Board member of New Jersey Labor Advisory Board to the United Negro College Fund (UNCF). He is a member of the New Jersey Chapters of Coalition of Black Trade Unionists and the A Philip Randolph Institute of Essex County, and NJ Working Families Alliance.


Phyllis Shivers

Vice President, Hospital Division

Phyllis ShiversPhyllis Shivers joined the staff of District 1199J in 1996 as an Administrative Organizer. She continued in that role until 2004 when she was appointed State Director, Home Care Division. She was elected State Director in 2005 and re-elected in 2008. In 2011, she was elected Vice President of the Hospital Division. Ms. Shivers serves as a Trustee to the 1199J Benefit and Training & Development Funds. She is also Co-Chairperson for District 1199J's Women's Committee and serves as the Health and Safety Liaison.


Richard Morreale

Vice President, Guild Division

Richard MorrealeRichard Morreale was elected Vice President of the Guild Division in April 2008 and re-elected in 2011. He had served as acting Vice President since 2006. Mr. Morreale joined District 1199J as an Administrative Organizer in the Public Sector Division in 1991, after working for 1199 New York at St. Vincent's Hospital. He serves as a Trustee to the 1199J Benefit Fund and Training and Development Fund. Mr. Morreale is also the Chairman of the union's Member Communications committee.


Sidney Seligman

Management Trustee for District 1199J Training Fund

Richard MorrealeMr. Seligman is the Chief Human Resources Officer and Senior Vice President for the Barnabas Health, New Jersey's largest healthcare provider organization. He served as the Vice President, Human Resources for the UPMC Health System (the healthcare system affiliated with the University of Pittsburgh Medical School) and General Counsel and Vice President, Human Resources for The Long Island College Hospital. Mr. Seligman teaches healthcare law in Seton Hall University’s MHA program. He serves as a Trustee of Rutgers University. He is a member of the State Advisory Council to the Rutgers School of Management and Labor Relations and the Research Advisory Group of the Wharton Center for Human Resources. Mr. Seligman is President of JVS of MetroWest a human service organization with a mission to aid the unemployed, immigrants and the individuals with disabilities enter the world of work. JVS is a beneficiary agency of the Jewish Federation of Greater MetroWest. Mr. Seligman is a graduate of the Rutgers Law School in Newark, NJ, the Rutgers Graduate School of Social Work and Rutgers College.


Arnold D. Manzo

Management Trustee for the District 1199J Pension, Benefit and Training Funds

Arnold D. ManzoArnold D. Manzo is currently Chief Human Resources Officer and Vice President, specializing in labor and employee relations, for Saint Barnabas Medical Center in Livingston, New Jersey.

Mr. Manzo has spent more than 30 years in the Human Resources field and held managerial positions with the University of Medicine and Dentistry of New Jersey and McCrory Corporation in New York City. He is a member of The Society for Human Resources Management (SHRM), The American Society for Healthcare Human Resources Administrators (ASHHRA) and The New Jersey Society for Healthcare Human Resources Administrators (NJSHHRA). Mr. Manzo has served as chief spokesman in a number of labor contract negotiations. Likewise, he has counseled managers and supervisors on a variety of employment practices issues. He has also represented the Barnabas Health Care System in a number of grievance arbitrations and NLRB hearings as well as various administrative proceedings before various state and federal agencies. Currently, Mr. Manzo serves as a Management Trustee for the District 1199J Pension, Benefit and Training Funds. He is also a management trustee for the Local 68, International Union of Operating Engineers Pension Fund.

In June 2000, Mr. Manzo was also the recipient of the Aberdeen David "Distinguished Service Award" by District 1199J. This award, in memory of a famous labor leader, was reflective of Mr. Manzo's constantly demonstrated and unselfish dedication as a management representative working with organized labor for the betterment of working conditions for many men and women in the State.
