Meet The Staff

Dr. Stephanie Harris-Kuiper

Executive Director, New Jersey Healthcare Employers District 1199J Training & Development Fund

Dr. Stephanie Harris-KuiperStephanie Harris-Kuiper holds a PhD in Social Service and a Masters of Arts in Counseling. Additionally, she is a certified social worker, as well as a licensed professional counselor. Ms. Harris-Kuiper has over twenty-five years of experience as counselor, educator and health service provider in the Greater Newark metropolitan area. Previously, Ms. Harris-Kuiper served as Immunization Consultant to the City of Newark Department of Health and Human Services, where she was responsible for the overall development of Newark DHHS Immunization Program for some 4,000 children residing in Newark, NJ. Ms. Harris-Kuiper has over twenty years of experience as an AIDS health care professional. Her experience in AIDS service delivery includes education/training, program development, and administration and case management supervision. Ms. Harris-Kuiper is presently Executive Director of New Jersey Health Care Employers District 1199J Training and Development Fund and is responsible for its overall administration, management and supervision. She was recently appointed to the Essex County Newark Workforce Investment Board.


Mr. Mark Kuiper

Physical Therapy Aide Coordinator

Mr. Mark KuiperMark Kuiper worked over fifteen years in the financial publishing industry, and held a variety of editorial and reporting positions at Standard & Poor’s Corp., Fitch Investors, and Market News International. He began teaching part-time ESL and GED classes in the evenings in 2003 to Union members and eventually moved to full-time employment in 2010 under the YTTW grant. He helped write and edit the YTTW grant applications, spearheaded the YTTW’s Summer Enrichment Program and teaches English Literature to YTTW scholars. Mr. Kuiper holds a BA in German Area Studies from Kenyon College, OH and studied in Wuerzburg, Germany during the early 1980s.


Maricelly Hernandez

Administrative Assistant

Mericelly HernandezMaricelly, a native of Puerto Rico, received her elementary education in the Newark Public School system and graduated from Essex County Vocational and Technical High School.  She attended Berkeley College and received an Associate’s Degree in Business Administration and a Bachelor’s in Human Resource Management. Maricelly worked at a labor union and assisted on several organizing campaigns in New York, New Jersey, Georgia and West Virginia with the United Food and Commerical Workers Union (UFCW).


Christopher Hall

C.N.A Coordinator

Christopher HallChristopher Hall is a native of Jamaica, WI and received his high school education in Essex County, NJ. Chris spent several years working in the banking field and is currently pursuing his Bachelor of Science in Nursing, while working full time as CNA Program Coordinator for the YTTW. Chris comes from a family of healthcare providers and is dedicated to improving lives in the community we serve.





Alexis Francis

Administrative Assistant

Alexis FrancisAlexis Francis is a Newark, NJ resident and a graduate of Science Park High School. She has her National Center for Competency Testing certification in Insurance and Health Information Technology and participated in the Training and Development Fund's first summer enrichment program, Newark Young Adult Pre-Apprenticeship Program.  Because of her great work ethic, hard work and dedication, she was hired in the Fund's office as a program placement assistant where she continues to excel.
